Monitors Appointed For Mornington Peninsula Shire

Two municipal monitors will be appointed to Mornington Peninsula Shire Council to support good governance at the council.

Minister for Local Government Nick Staikos today announced that Prue Digby and Rebecca McKenzie will serve as municipal monitors at the council.

Ms Digby is an expert in local government, leadership and governance. Ms McKenzie has suitable local govern-ment experience, including working as Chief Executive Officer of Glen Eira City Council.

The monitors will be in place for 12 months from 19 January 2026 until 18 January 2027. They will advise, assist, and support the council to improve its governance processes and practices.

They will also work with the council to support good governance including in relation to service delivery, the health and wellbeing of councillors and staff, and council meeting procedures and decision making.

The Victorian Government has introduced several reforms in the Local Government Act 2020 to strengthen governance and integrity standards across Victoria's 79 councils.

These reforms have seen the introduction and delivery of mandatory training for elected representatives, a uniform councillor code of conduct, and strengthened powers to address councillor conduct.
