  • Crisafulli Government appoints new Chair and Deputy Chair for Queensland Competition Authority.
  • Appointees bring exceptional expertise to oversee critical infrastructure regulation in rail, energy, water and ports sectors.
  • QCA is responsible for ensuring fair pricing, quality services and competitive markets, to provide long-term structural cost-of-living relief and support investment and growth.

The Crisafulli Government has announced new appointments to the Queensland Competition Authority (QCA) – the State's independent economic regulator overseeing essential infrastructure services, monopoly businesses and competitive neutrality.

Dr Malcolm Roberts has been appointed Chair, while Ms Susan McNeil takes on the role of Deputy Chair.

Current board member Dr Warren Mundy has been appointed to serve as QCA Deputy Chair until Ms McNeil begins her term in early 2026.

These appointments bring exceptional expertise to the QCA, with Dr Roberts having served as a former QCA Chair and Australian Productivity Commissioner, and Ms McNeil practising as a barrister specialising in commercial law.

Minister for Finance, Trade, Employment and Training Ros Bates said the appointments highlight the importance of QCA's role in providing regulatory oversight of critical infrastructure.

"I sincerely thank the retired Chair, Professor Flavio Menezes, and retired Deputy Chair, Ms Madeline Brennan KC, for their dedicated service and significant contributions during their respective tenures," Minister Bates said.

"The appointments of Dr Roberts and Ms McNeil will provide new leadership for the Queensland Competition Authority's oversight of key services and facilities across the rail, energy, water and ports sectors.

"The Crisafulli Government is committed to providing long-term structural cost-of-living relief for Queenslanders, and the QCA's ongoing focus on fair pricing and quality services will ensure Queenslanders receive the best value from essential services in regulated industries.

"The QCA's role in delivering strong competition regulation not only benefits Queensland consumers, but also provides businesses with the certainty needed to invest and grow – reinforcing our State's reputation as an attractive destination for business and investment."
