New Committee to Oversee Sydney Airport Demand Management

An independent compliance committee is now in place to support the competitive use of Sydney Airport's take-off and landing slots.

Dr Warren Mundy has been appointed to chair the inaugural Sydney Airport Compliance Committee, along with Mr Michael Cosgrave, Professor Flavio Menezes and Ms Jessica Young as committee members, each for a term of 3 years.

Dr Mundy is recognised as one of Australia's leading aviation economists and brings a depth of experience in the economic regulation of infrastructure. This includes from his time with the Productivity Commission, on the Airservices Australia board, and the Queensland Competition Authority.

Mr Cosgrave has over two decades of experience in economic regulation, compliance and enforcement in various roles at the Australian Competition and Consumer Commission. He also has strong expertise in regulated infrastructure.

Professor Menezes brings extensive experience on market design, competition and regulation issues in a range of infrastructure fields, including on the Queensland Competition Authority. He specialises in these issues as a Professor of Economics at the University of Queensland.

Ms Young has a strong understanding of infrastructure regulatory frameworks. She serves on the Victorian Essential Services Commission and has previously held senior executive roles with state government agencies, along with a decade of consultancy experience.

They will be joined on the Committee by representatives from Sydney Airport, Airservices Australia and Airport Coordination Limited as the slot manager.

The committee will provide the Government with advice on the effectiveness of the new compliance and enforcement tools and report on matters of serious non-compliance.

Establishing an independent compliance committee is the final element of a suite of reforms delivered for Sydney Airport's slot system over the last few years. Other measures delivered include new legislation to strengthen the compliance regime, publishing an independent audit of slot use, and the appointment of a Slot Manager following an open competitive process.
