New Contributions Plan Adopted For Shoalhaven

Council has endorsed a new plan for the Shoalhaven that will see developer contributions continue to help fund essential infrastructure across the city.

The Shoalhaven Contributions Plan 2026 identifies 39 priority infrastructure projects, including recreation facilities, road upgrades and community assets. These projects are estimated to cost $329 million (excluding grant funding) and will support the region's continued growth and development.

Council adopted the plan at Tuesday night's Ordinary Meeting, following consideration of community feedback received during public exhibition in February and March this year.

From 1 July, the plan will operate as a hybrid plan, with development contributions to be collected under both section 7.11 and section 7.12 of the Environmental Planning and Assessment Act, for the first time in the Shoalhaven.

Section 7.12 is a fixed rate levy applied to certain forms of development and charged as a percentage of the estimated cost of development and will work alongside the 7.11 contributions to provide funding for local infrastructure.

The new Contributions Plan is supported by an amendment to Shoalhaven Development Control Plan 2014, as well as a new Planning Agreement and Works in Kind Agreement Policy, which were also endorsed at the Council meeting.
