The ILO is pleased to announce the appointment of Mr Nozomi Tomita as the Director of the ILO Office for Japan, effective as of 1 July 2025.
Having worked as a career government official with extensive policy experience in areas, including employment and labour standards, Tomita joined the Ministry of Labour (now the Ministry of Health, Labour and Welfare) of Japan in 1991. He has held various positions, spanning from the Director of the General Affairs Department at Okayama Labour Bureau to the First Secretary at the Permanent Delegation of Japan to the Organisation for Economic Co-operation and Development (OECD) - also within the Ministry, the Director of General Affairs Division of the Labour Standards Bureau, the Director of Personnel Division of the Minister's Secretariat, and Councillor (employment security, employment environment and equal employment) for the Minister's Secretariat. He promoted workstyle reforms in Japan and tackled other labour issues.
In assuming the position, he promised to firmly lead the office going forward, saying, "More than 100 years have passed since the ILO Office for Japan was established. I will carry on the torch and do my very best to further enhance its contribution to improving the working environment in Japan."

About Mr Nozomi Tomita
Born in Tokushima Prefecture, Japan in 1966. Obtained an MA in International Relations from the Maxwell School of Syracuse University in the U.S. and a Bachelor of Law from Kyoto University in Japan.
Joined the then Ministry of Labour in 1991. Held key positions, including the Director of the General Affairs Department at Okayama Labour Bureau and the First Secretary at the Permanent Delegation of Japan to the OECD, as well as the Director of the General Affairs Division of the Labour Standards Bureau and the Director of Personnel Division of the Minister's Secretariat at the Ministry. Served as the Senior Assistant Minister for International Affairs from 2022 to 2024 and attended the Governing Body Meeting of the ILO as the representative of the Japanese government.
Appointed to the current position as of 1 July 2025, after serving as the Director General of the Tokyo Labour Bureau.
