OSCE Backs Training for Sughd Border Outpost Chiefs

From 15 to 26 June 2026, the OSCE Programme Office in Dushanbe conducted a two-week training course on border management for eighteen Heads of border outposts stationed in the Sughd Region.

Delivered by a senior international expert alongside local trainers and lecturers, the specialized programme focused on key border management disciplines, including tactical operational planning, field patrolling methodologies, and risk assessment.

A dedicated session on gender aspects in border security was also included in the curriculum. The session aimed to strengthen the integration of gender-responsive approaches in border management. It drew on methodologies from the Geneva Centre for Security Sector Governance "Teaching Gender in Security Sectors" Training of Trainers course. The session used interactive adult-learning methods in place of traditional lecture-based instruction.

Additionally, through a combination of theoretical and practical sessions, participants practised the strategic deployment of personnel and resources while developing skills in forecasting emerging security threats. Dedicated modules on tactical forecasting provided the commanders with analytical tools to identify and respond to emerging transnational security challenges.

Through this training, the OSCE Programme Office in Dushanbe supports capacity development in border management in Tajikistan and contributes to the implementation of the National Border Management Strategy.
