The OSCE Presence in Albania, in co-operation with the Albanian School of Magistrates, organized a specialized two-day training course for justice professionals on legal research, legal reasoning and legal writing on 6 and 7 October 2026. The training brought together around 25 legal advisors, legal assistants and judicial secretaries from the Special Prosecution Office against Corruption and Organized Crime (SPAK), the Special Court of Appeals, the High Court, the Court of Appeals of General Jurisdiction, as well as the Administrative Court and Administrative Court of Appeals.
The training aimed to strengthen participants' professional skills in conducting thorough legal research and analysis and in producing clear, consistent and well-reasoned legal documents. These skills contribute to the quality, transparency and effectiveness of judicial work.
Participants explored key principles of legal research and reasoning, alongside contemporary approaches to legal writing, including the use of precise legal terminology and a clear, professional writing style. Interactive sessions, practical exercises and group discussions encouraged active learning and peer exchange. Four senior experts, including two international experts, facilitated case studies and discussions based on practical, real-life examples relevant to participants' daily work. This approach enabled participants to apply the concepts and techniques covered during the training to practical legal tasks.
The training is part of the OSCE Presence in Albania's continued support to the country's justice reform efforts, with a focus on strengthening professional capacity and contributing to integrity, efficiency and transparency within judicial institutions.
