On 29 and 30 July 2026, a training course entitled "Cybercrime in Information Technologies: From Detection to Judicial Decision" was held in the Jizzakh region. The event was organized by the OSCE Project Co-ordinator in Uzbekistan in partnership with the Law Enforcement Academy of the Republic of Uzbekistan and the Academy of Justice of the Republic of Uzbekistan. The course brought together local judges to enhance their professional capacity in handling cyber-related cases.
As digital technologies rapidly reshape the legal landscape, judges face unprecedented challenges in navigating complex cyber offenses - from sophisticated online fraud and system intrusion to digital extortion. Staying ahead of these evolving threats demands not only a deep grasp of modern technology, but also cutting-edge judicial expertise to ensure accurate adjudication in an increasingly digital world.
During the two-day training, participants focused on key aspects of combating cybercrime, including the proper qualification of cyber-offences, the collection, preservation, and evaluation of digital evidence, and the fundamentals of digital forensics and forensic analysis. Particular attention was given to blockchain technologies, crypto-assets, cybercrime in the darknet, and international co-operation in obtaining digital evidence in transnational cyber cases.
"The seminar-training organized by the OSCE Project Co-ordinator in Uzbekistan was thoroughly prepared and addressed highly relevant issues, including the proper qualification of cybercrimes, as well as the collection, preservation, and evaluation of digital evidence. The knowledge gained will serve effectively in future judicial practice. It is essential to conduct such seminar-meetings regularly and involve as many judges as possible, as this enhances theoretical knowledge and helps solve practical challenges," said Tolibjon Khaydarov, Deputy Chairman of the Jizzakh Regional Court and Chairman of the Judicial Panel on Criminal Cases.
The event formed part of a series of training activities implemented under the OSCE project "Development of national capacities to counter Cyber/ICT threats." Similar courses have been held across various regions of Uzbekistan to continuously strengthen the judicial system's capacity to respond to evolving digital threats.
