OSCE, Jogorku Kenesh Set 2026 Cooperation Priorities

The OSCE Programme Office in Bishkek met with Kutman Tursunkulov, Chief of Staff of the Office of the Jogorku Kenesh of the Kyrgyz Republic, to review the results of their co-operation in 2025 and discuss priorities for 2026 aimed at strengthening parliamentarism, institutional capacity, and openness in legislative processes.

During the meeting, the parties signed a Co-operation Plan between the Office of the Jogorku Kenesh and the OSCE Programme Office in Bishkek, reaffirming their shared commitment to continued partnership.

The discussion highlighted the Parliament's key role in strengthening democracy, legislative development, and transparent governance in Kyrgyzstan. Both sides emphasized the importance of sustained co-operation to enhance institutional capacity, promote open parliament principles, advance gender equality and support efforts to combat trafficking in human beings.

In his remarks, Ambassador Volker Frobarth congratulated the Kyrgyz Republic on the successful carrying out the recent early parliamentary elections and underlined the Jogorku Kenesh's central role in democratic development, law-making and accountability.

The participants also reviewed the progress achieved under the Parliament Development Strategy, including support to the Centre for Development of Parliament and Democracy, capacity-building initiatives for MPs and parliamentary staff and efforts to strengthen international parliamentary co-operation, including engagement within the OSCE Parliamentary Assembly.

Looking ahead, planned activities for 2026 include legislative roundtables on countering trafficking in human beings, training-of-trainers programmes for parliamentary staff, induction courses for newly elected MPs, expert support for developing the next parliamentary development strategy, and initiatives to promote gender-responsive and inclusive law-making.

The OSCE Programme Office in Bishkek reiterated its appreciation for the strong partnership with the Jogorku Kenesh and confirmed its continued support for initiatives aimed at strengthening democratic institutions, transparency, and effective governance in the Kyrgyz Republic.
