From 28 to 31 July 2026, the OSCE Programme Office in Dushanbe, in co-operation with the General Prosecutor's Office of Tajikistan, organized a four-day training course on preventing domestic violence and combating trafficking in human beings. The course took place at the General Prosecutor's Office Training Centre in Dushanbe.
Approximately 40 participants attended the training, including judges, police officers, prosecutors and representatives of the Committee for Women and Family Affairs from Dushanbe and regions of Tajikistan.
During the training, participants explored approaches to identifying, referring and jointly investigating cases of domestic violence and trafficking in human beings. The course promoted a co-ordinated response among relevant institutions and strengthened understanding of effective inter-agency co-operation in addressing such cases.
"This joint training workshop provides a platform for judges, prosecutors, police officers and representatives of the Committee for Women and Family Affairs to strengthen a co-ordinated response to domestic violence and human trafficking cases," said Dominik Drasnar, Head of the Human Dimension Department at the OSCE Programme Office in Dushanbe. "Strengthening the capacity of law enforcement officers is essential to ensuring victim-centred and gender-sensitive investigations, improving access to justice and building trust in law enforcement and judicial institutions."
Participants also discussed ways to improve the quality of administrative and criminal proceedings, ensure victim-centred and gender-sensitive investigations, and strengthen accountability for perpetrators. These discussions contributed to ongoing efforts to strengthen the National Referral Mechanism for victims of domestic violence and trafficking in human beings.
To support the practical application of this knowledge, participants received OSCE-supported commentaries to the Administrative and Criminal Codes of Tajikistan related to domestic violence. The publications serve as reference materials for their professional work.
The training forms part of the OSCE's ongoing co-operation with the Government of Tajikistan to prevent and combat domestic violence and trafficking in human beings. It contributes to the implementation of the National Action Plan on Combating Trafficking in Human Beings for 2025-2026, the National Programme on Prevention of Domestic Violence for 2025-2030 and their respective implementation plans.
