Palais Des Nations Hosts Sanctions Impact Conference

GENEVA - A group of experts* will hold a conference on Humanitarian Action, Remedy and Responsibility in a unilateral sanctions environment at the Palais des Nations in Geneva on 9 and 10 April 2026 (Room V).

The conference will bring together States, civil society, humanitarian actors, academics and legal professionals to discuss the legal status and humanitarian impact of unilateral sanctions means of their enforcement and overcompliance, as well as ways to mitigate or eliminate the adverse impact of sanctions on human rights and humanitarian responses.

Discussions will also focus on effective remedies in the face of unilateral sanctions and over-compliance, responsibility for international wrongful acts and human rights violations in a unilateral sanctions environment, the use of financial instruments, and the responsibility of financial institutions.

The experts will present the Guiding principles on humanitarian action in the face of unilateral sanctions and the Guiding principles on effective remedy and responsibility in unilateral sanctions environment, and a Commentary.

The event will include three sessions:

  • High-Level Conference (plenary session), 9 April, 10 AM-1 PM (UN Web TV).
  • Humanitarian actors, 9 April, 3-6 PM.
  • Academics and Legal Professionals, 10 April, 9 AM-6 PM (will be followed by the academic publication).

All relevant stakeholders are invited to submit proposals and comments on the Guiding Principles and the Commentary.
