Kiama Council became aware 2-3 months ago that the Jamberoo Action Park car park and overflow parking areas were being used to store a significant number of new vehicles.
During this period, Council has received several complaints about this issue.
Since it came to our attention, Council staff have been working on the issue, in accordance with our Compliance and Enforcement Policy and timeframes.
Council's Compliance Officers have inspected the site and issued a Notice of Intention to issue an Order to comply with the EP&A Act (ie: cease operating without consent) to the property owners of the Action Park.
Following this, Council's Compliance Officers and Planning Staff met with the operators of the Action Park and their representatives. Council advised that development consent was required to operate a transport depot and also noted that this use was prohibited in the rural zones.
In response to this, the owner lodged a Development Application (DA) with Council for a Car Park and Passenger Transport Facility. The public exhibition period for this DA (10.2025.137.1) closed on 22 September 2025. Council did not receive any legal advice via the NSW Planning Portal as part of the development application.
The DA was refused by Council at 4.45pm on Monday 20 October 2025.
Council is working with the owners of Jamberoo Action Park towards resolving this issue and ensuring the site is only operated for authorised uses.
Council broadly supports the use of Electric Vehicles, with the installation of EV charging stations at The Pavilion, and other initiatives to reduce carbon emissions, as outlined in our Corporate Emissions Reduction Plan.
Note: Jamberoo Action Park is located on Jamberoo Road, which is a local, Council-managed road.
