Currently, higher education institutions like WSU are governed by two public health protocols: Proclamation 20-12.2 and The Healthy Washington plan. The former sets minimum protocols higher education institutions must follow in order to bring students back to campus. The latter is the state's plan to resume social gatherings and reopen businesses and industries on a region-by-region basis.

As of Feb. 14, all regions across the state of Washington have moved to phase 2 of the Healthy Washington Plan. Phase 2 allows restaurants to reopen indoor dining up to 25% capacity and for up to five people from two households to gather indoors, among other changes.
