For the first time, on 1 November 2025, Labor is expanding eligibility for bulk billing incentives to all Australians and creating an additional new incentive payment for practices that bulk bill every patient.
This will mean 9 out of 10 GP visits will be bulk billed by 2030, boosting the number of fully bulk billed practices to around 4,800 nationally - triple the current number.
GP practices around the country are already preparing to sign up to be fully bulk billing practices ahead of November.
The Government is now launching a calculator so practice managers and GPs can more accurately estimate the financial impact of adopting a fully bulk billing model.
The calculator provides practice managers and GPs with tailored income estimates based on their consultation mix, current billing model, location, and concessional patient proportion to support decision-making by comparing different scenarios.
From 1 November 2025, the Bulk Billing Practice Incentive Program will provide an additional 12.5 per cent incentive payment on MBS benefits paid for eligible services, split between the GP and the practice, when participating GPs and their practice bulk bill all eligible patients for all eligible services.
Doctors will also access MBS incentives for bulk billing for all Medicare eligible patients.
