Property Council: BTR Exemption, Works Review Boost Housing

Property Council NSW Executive Director Katie Stevenson said the measures, announced ahead of next week's State Budget, reflected a genuine intent to improve project feasibility, unlock supply, and deliver better infrastructure to support the delivery of new homes.

"This is a constructive move from a government that's listening to industry and acting to fix the barriers holding back housing delivery," Ms Stevenson said.

"Making the BTR exemption permanent provides long-term certainty to investors and developers, helping to enable more high-quality rental homes to be delivered across NSW.

"This has been a consistent ask from the Property Council - and it's great to see the government recognise the value of BTR in providing more housing stock and broader housing choice," she said.

Ms Stevenson said exhibition of a draft guideline for works-in-kind agreements would kickstart a keenly awaited discussion with industry.

"We need essential infrastructure that unlocks development and creates great communities for people to live in. Government can't do it alone so it's critical NSW has an open door to good ideas from the private sector to fast-track the delivery of developer-led state infrastructure," she said.

"Developers' ability to deliver infrastructure gets homes delivered faster. Large parts of Sydney exist today because developers partnered with government to bring forward essential infrastructure projects that unlocked new homes and suburbs. This must continue if we are to deliver the housing our state needs to accommodate its growth.

"Any transition also needs to consider the ongoing role of existing Special Infrastructure Contributions credits and how they translate into any future framework," she said.

Ms Stevenson said there was no time to waste with Housing Accord targets still a stretch.

"Government and industry need to partner to turn approvals into homes and plans into projects quickly. Today's announcement sends the right signals - and we look forward to continuing to work closely with the NSW Government as these reforms are implemented," she said.
