The Public Service Commission of Canada's 2017‑18 Annual Report was tabled in Parliament on December 5, 2018.

The Public Service Commission noted that departments and agencies are taking up the challenge of modernizing their approach to staffing and recruitment following the launch of a renewed policy framework 2 years ago. Hiring managers have begun to explore new ways to attract talent and find candidates beyond the typical advertisement while maintaining the principles of merit and non-partisanship.

While progress is being made and oversight results are positive, we recognize that more can be achieved, and that it will take time to make a more profound culture change.

Moving forward, tackling time to staff remains our top priority. We will continue to work on transforming the public service recruitment system and to collaborate with partners to challenge existing practices and behaviour. We will also continue to adapt our programs and services to remove barriers to employment and to promote inclusion and accessibility.

The Public Service Commission is committed to building tomorrow's public service today, by working with departments and agencies to protect non-partisanship and to explore new and innovative ways to recruit and renew the public service.

  • Hiring continued to increase while the Public Service Employment Act population saw a slight growth: there were a total of 53,361 indeterminate, term, student and casual hires into the public service — an increase of 11.4 %

  • Student hires increased by 4%

  • 186 Indigenous students were hired during the summer of 2018 through the Indigenous Student Employment Opportunity

  • 61 students were hired during the summer of 2018 through the Youth Accessibility Summer Employment Opportunity program

  • There were 776 appointments of persons with a priority entitlement, of which 237 were veterans
