Police are appealing for public assistance to help locate Radwan Zeini.
A warrant has been issued for the 40-year-old's arrest for breaching a court order.
He is known to frequent the Frankston area.
Investigators have released an image of Zeini in the hope someone may have information on his current whereabouts.
