The Clean Energy Regulator's (CER) 2024-25 Annual Report was tabled in Parliament by Minister for Climate Change and Energy, the Hon Chris Bowen MP.
The report describes the CER's activities and performance against targets set in our Corporate Plan and the Portfolio Budget Statements for the 2024-25 reporting year. It provides analysis on how the CER is achieving its purpose to accelerate carbon abatement for Australia.
Highlights include:
- Carbon abatement associated with the schemes we administer reached an estimated 79.2 million tonnes of carbon dioxide equivalent (CO₂-e) - the highest annual total to date.
- A record 20.6 million Australian Carbon Credit Units (ACCUs) were issued, supporting the growth of Australia's carbon markets.
- 7.7 gigawatts (GW) of new renewable energy capacity was delivered, including:- 4.7 GW from large-scale renewable energy power stations
- 3 GW from small-scale rooftop solar systems
 
- The Nature Repair Market was launched, creating new opportunities for biodiversity and environmental restoration alongside carbon abatement.
- The first year of the Safeguard Mechanism reforms saw emissions from covered facilities reduce from 138.7 Mt CO2-e to 136 Mt CO2-e.
- The new unit and certificate registry was released, enhancing transparency, security, and efficiency across all schemes.
- 96.8% of participants complied with scheme reporting obligations, reflecting strong engagement and accountability across the sector.
