Property Council Western Sydney Regional Director Ross Grove said the announcements showed the Government was listening to industry and acting to remove roadblocks to new housing.
"Getting infrastructure in the ground faster is one of the smartest things government can do to drive growth across the region," Mr Grove said.
"When developers are able to deliver roads or hand over land instead of writing a cheque, homes can get moving sooner - and families can move in sooner too."
Mr Grove said the funding commitment to accelerate road planning in key suburbs like Blacktown, Rooty Hill, Schofields, and Marsden Park was a critical down payment on the region's future.
"This funding helps lay the foundations for the next generation of neighbourhoods in one of the fastest-growing parts of the country," Mr Grove said.
"North West Sydney's growth needs to be matched with roads, schools, and services - and we're pleased to see targeted investments to make that happen."
The draft works-in-kind guideline, now on public exhibition, provides a framework for how the private sector can directly deliver state infrastructure - like schools or major roads - and receive credit under the Housing and Productivity Contribution scheme.
Mr Grove said the reform would give developers a clearer pathway to partner with government on the delivery of vital infrastructure.
"Government can't do it alone. With the right settings, we can mobilise the resources of industry to help deliver the housing and infrastructure our communities need," Mr Grove said.
"Developer-led infrastructure projects build great places to live. From the Bennelong Bridge connecting Wentworth Point to Rhodes, to Oran Park Drive in the South West, great things happen when government has an open door to developers with bold ideas to build great cities.
"Today's announcements follow this week's $150 million Budget commitment to roadworks in the Aerotropolis, reinforcing a welcome shift to measures that unlock housing and jobs.
"Infrastructure is the enabler. Whether it's new roads around the Airport or congestion-busting upgrades in North West Sydney, getting the basics right is essential to unlocking growth," he said.
