Special Rep. McAuliffe discusses Ukraine reconstruction with German Marshall Fund

Special Representative for Global Partnerships Dorothy McAuliffe traveled to Brussels, Belgium, from May 23-24, 2023, to join the German Marshall Fund of the United States' 18th Brussels Forum, A New Atlanticism: Building a Marshall Plan for Ukraine, to discuss the role of public-private partnerships in Ukraine reconstruction. The Brussels Forum brought together diverse leaders in policymaking and the private sector to craft solutions for mobilizing private sector investment towards immediate and long-term economic development in Ukraine.

The Brussels Forum emphasized that a reconstruction agenda for Ukraine must be inclusive of civil society and the private sector and discussed the ongoing coordination being done by the G7's Multi-agency Donor Coordination Platform. Altogether, the 2023 Brussels Forum served as a productive priority-setting exercise for the upcoming United Kingdom-hosted London Recovery Conference to be held June 21-22, 2023.

As a panelist for the session "The World's Largest Construction Project," Special Representative McAuliffe discussed opportunities in Ukraine's infrastructure, energy, technology, agriculture, and small business sectors. She underscored how multilateral, public-public private partnerships are important tools for the reconstruction agenda. Special Representative McAuliffe also highlighted ongoing U.S. efforts by the United States Development Finance Corporation (DFC) and the United States Export-Import Bank (EXIM) to mobilize private sector investment in Ukraine's economy, including political and war risk insurance and equity and debt financing.
