Speeding Up Process For Rezoning Housing Land

Consultation has now opened on draft legislation to speed up the rezoning of Government land for social and affordable housing.

The draft Housing Land Supply (Miscellaneous Amendments) Bill 2026 proposes amendments to the process for rezoning land for housing under the Housing Land Supply Act 2018.

The Act allows for the Minister for Housing and Planning to make Housing Land Supply Orders to rezone suitable Government land for housing, then vesting the land with Homes Tasmania.

The proposed amendments further streamline the process by shortening the timeframes for rezoning land with the parliamentary disallowance process occurring after the Order is made, instead of before.

Minister for Housing and Planning, Kerry Vincent, said this is about making surplus Government land available for housing sooner while keeping important checks and balances in place.

"We know there is strong demand for housing in Tasmania and there is increasing demand for the supply of land suitable for housing," Minister Vincent said.

"These proposed amendments will ensure a much more efficient process for delivering housing across our state and aims to reduce potential delays when Parliament is in recess.

"We want to ensure we are coming at housing from every angle. Providing Tasmanians with a safe, secure place to call home is something I take very seriously.

"Our Government is delivering for Tasmania by building more social and affordable homes and training the tradies we need to deliver them."

Since 2018, the Housing Land Supply Act 2018 has been used to rezone more than 70 hectares of land for housing, creating the potential for up to 1000 new homes.

The proposed amendments will not impact the current criteria for assessing land suitability for residential development.

Consultation on the draft legislation is open until 5pm Friday 27 February 2026.
