The strategic examination looked at how we could secure Australia's future prosperity by strengthening our research and development (R&D) system.
In Budget 2024-25, the government announced it would undertake a strategic examination of Australia's R&D and assess the benefits to economic growth and productivity.
The government tasked an independent panel to lead this work. The panel provided its advice to government in December 2025.
The panel's report, Ambitious Australia: Strategic Examination of Research and Development, is now available.
The report includes recommendations across 6 key areas of Australia's R&D system:
- making RD&I efforts more focused and effective
- supporting basic research that builds new knowledge
- providing better RD&I incentives for businesses
- improving investment and access to capital
- building workforce skills
- showing leadership through government practice.
The government is now considering the report.
