Tajikistan, ILO Sign 2025-2026 Decent Work Action Plan

The Ministry of Labour, Migration and Employment of the Republic of Tajikistan, the Federation of Independent Trade Unions of Tajikistan, the Union of Employers of Tajikistan and the International Labour Organization (ILO) signed the Action Plan for Cooperation between the Tripartite Partners of the Republic of Tajikistan and the International Labour Organization on Decent Work for 2025-2026 on 28 October 2025.

The new Action Plan outlines joint priorities to promote decent and productive employment, enhance social protection, strengthen social dialogue and support a just transition towards a green economy. It builds on many years of successful partnership between the ILO and Tajikistan's tripartite constituents.

Tripartite cooperation among the Government, employers and workers is a key mechanism to ensure a fair, safe and sustainable labour market.

Minister of Labor, Migration and Employment of the Republic of Tajikistan Soleha Kholmahmadzoda said the signing of the Action Plan "reflects our shared commitment to decent work and sustainable socio-economic development." She emphasised that the new plan continues the long-standing partnership with the ILO aimed at strengthening social dialogue and improving working conditions across the country. She added that advancing tripartite cooperation among the Government, employers and workers is "a key mechanism to ensure a fair, safe and sustainable labour market."

First Deputy Chairperson of the Federation of Independent Trade Unions of Tajikistan Ismoil Fayzizoda underlined the value of social dialogue in achieving shared progress: "by advancing the principles of tripartism and social dialogue and strengthening the foundations of social partnership and worker protection, our cooperation with the ILO will continue to grow dynamically in the spirit of solidarity and progress in Tajik society."

Chairperson of the Union of Employers of Tajikistan Ayombek Akramov highlighted the employers' commitment to supporting stability and sustainable enterprise development. He said employers "will continue to actively engage in social dialogue to support socio-economic development and improve the well-being of our citizens."

Director of the ILO Office for Eastern Europe and Central Asia Mikhail Pouchkin commended the strong tripartite partnership and reiterated the ILO's commitment to supporting national priorities: "We will continue our work on strengthening social dialogue, create new opportunities for productive employment and ensure decent work for all in Tajikistan."

The Action Plan identifies four strategic priorities for 2025-2026:

  1. Promoting inclusive economic growth through the creation of decent jobs and strengthening the capacity of labour market institutions.
  2. Improving the provision of social guarantees to workers and expanding social protection for women and youth.
  3. Strengthening the capacity of tripartite partners and social dialogue.
  4. Supporting the transition to the green economy through supporting the green productivity ecosystem and facilitating knowledge exchange and mutual learning within South-South and Triangular Cooperation.

The signing of the Action Plan marks a new phase of cooperation between Tajikistan's tripartite constituents and the ILO. It will guide joint efforts to advance decent work and support national development priorities, including the National Development Strategy until 2030 and the Concept for the Development of Productive Employment until 2040, and the Sustainable Development Goals.
