UK Addresses Mexico's Human Rights at 45th Universal Review

Thank you, Mr. Vice-President.

The UK welcomes Mexico's multilateral leadership, including on gender and LGBT+ rights, as well as recent bilateral engagement within the inaugural UK-Mexico Human Rights and Multilateral Dialogue.

Nationally, we welcome the implementation of the National Anticorruption System but remain concerned about high levels of impunity and corruption, as well as ongoing high rates of violence against women and girls.

We recommend that Mexico:

  • Publishes a comprehensive plan to demilitarise the National Guard that includes transferring its control to a civilian authority.

  • Strengthens the capacity and resources of public prosecutors, including those of the Special Prosecutor for the Attention of Crimes Committed Against Freedom of Speech, to investigate crimes against journalists and human rights defenders.

  • Implements the police Investigation Protocol at state-level nationwide to tackle concerning rates of impunity.
