UK Issues Statement on Nepal at UPR51

Statement at Nepal's Universal Periodic Review at the Human Rights Council in Geneva.

Thank you, Mr. Vice-President.

The United Kingdom welcomes Nepal's progress over the past four years, including legislative amendments on transitional justice. We encourage the government of Nepal to continue this positive momentum, particularly on previously accepted recommendations. Promoting equity and ending discrimination are key to sustainable peace.

We encourage Nepal to enhance transparency, such as through "beneficial ownership" measures, enabling Nepal to profit more fully from its vibrant civil society and longstanding respect for freedom of expression.

We recommend that Nepal:

  1. Ensures transparency in the Commission of Inquiry's findings on the 8-9 September 2025 events; timely accountability for human rights violations and criminal acts; and ensures there is no impunity.

  2. Strengthens efforts to prevent trafficking, gender-based violence and protects all women and girls through clear standards, multi-sectoral services, effective referral systems and robust accountability mechanisms.

  3. Swiftly and effectively implements transitional justice measures, with well-resourced commissions and meaningful stakeholder participation.
