The UK recognises Vietnam's progress on economic, social and cultural rights, including on Women, Peace and Security.
But we remain concerned by the targeting of environmental and public policy experts and NGOs.
We recommend that Vietnam:

Clarify the legal and financial obligations on national and international NGOs when receiving funding of any kind; grant a grace period for compliance; and ensure fair treatment before the law for any violations.

Reduce the number of crimes punishable by the death penalty.

Take steps to guarantee and protect the right to freedoms of expression, association, and religion through reforming Articles 117 and 331 of the Penal Code.
