UN Climate Chief Stiell Comments on EU NDC Submission

Please find below comments from Simon Stiell, Executive Secretary of UN Climate Change, on the European Union's NDC submitted on 5 November 2025. You can also find the comments on LinkedIn here. All submitted NDCs are available in the registry here.

Today's NDC submission is a step forward for Europe.

Europe has always been a climate leader. Now it's clearly in its interest to speed up and scale up clean energy deployment - to increase energy security and support emerging industries.

Every European benefits from a stable climate, and from cheaper, more secure energy and lower household bills. Faster climate action is how they get there.

We should also be encouraged by huge investment flows into clean energy, bringing the energy transition to positive tipping points. I expect this progress will soon outpace the ambition set out in targets, in Europe and other major economies.

In Belem, at COP30, I hope that Europe will show ambition and leadership on the international stage again. Because it's not enough to take action at home, only by working together can we avert the worst impacts of the climate crisis and ensure global stability and security.

When taken with China's new NDC submitted a few days ago and many others, we can clearly see that the Paris Agreement is working. Together, we must ensure that it works faster and benefits every person on the planet.
