Changes have been made to Council's Swimming Pool Safety Policy (POL 049) as part of a scheduled review, with the changes applicable to new, existing and proposed swimming pools (both outdoor and indoor) on residential properties and tourist and visitor accommodation.
The draft Swimming Pool Safety Policy was endorsed at the Monday 25 August Ordinary Council Meeting and is currently on public exhibition to allow for submissions from the community.
Key changes to the policy include:
- Clarification of the role of Council in swimming pool compliance;
- Amendments to ensure the policy correctly references current legislation and standards, including specific provisions in relation to barrier heights, setbacks, etc.;
- Clarification of water disposal and backwash requirements in areas where sewer is not available;
- Clarification of the requirement for approvals to be obtained for new swimming pools (including barriers) and associated structures such as decks and privacy screens, including the necessity to obtain an occupation certificate and to register the pool prior to any use; and
- Clarification on upgrade requirements for older pools in relation to current regulations and standards where required.
Council's Manager Development Assessment & Building Certification Cameron Collins said the changes to the policy will provide greater clarity for the community around private swimming pool safety.
"Wagga Wagga City Council takes seriously the dangers that swimming pools in residential and accommodation settings pose to all people, particularly children," Mr Collins said.
"Council is updating its Swimming Pool Safety Policy to provide clearer guidance for pool owners on their responsibilities to ensure compliance with relevant legislation and safety standards."
"The policy also outlines Council's role in ensuring swimming pools and spas within the local government area comply with the Swimming Pools Act 1992, the Swimming Pools Regulation 2018, and the relevant Australian Standard AS 1926."
The draft Swimming Pool Safety Policy (POL 049) is currently on public exhibition until 22 September 2025, with submissions being accepted until 6 October 2025.
