Withdrawal Of Packaged Liquor License Application

Withdrawn

Swan Hill Rural City Council wishes to advise the community that the applicant for the packaged liquor licence planning application at 37–39 Campbell Street, Swan Hill, has formally withdrawn their application.

This withdrawal comes ahead of a forthcoming State Government initiated amendment to the Swan Hill Planning Scheme, which will take effect from 1 July 2025. As part of this amendment, Clause 52.27 (Licensed Premises) will be removed from the scheme, meaning planning approval for licensed premises will no longer be determined under local planning controls but instead at a State level.

Council acknowledges the strong community interest in this application and the level of feedback received throughout the process. We extend our sincere thanks to all residents, business owners, and community members who took the time to share their views, provide formal submissions, and engage constructively with Council. However, Council has been removed from the decision-making process on this, and any future liquor licence applications will be administered by the State Government.

The Victorian Liquor Commission for Gambling and Liquor Regulation will now consider any application that it receives for a liquor licence.

Council values the vital role of community voices in shaping local decisions and remains committed to open, inclusive, and transparent engagement across all matters affecting our region. We will continue to advocate on behalf of our residents on matters which are directed or determined by the State.
