1M Supported in 2025, 11M Still Need Aid in Ukraine

The International Organization for Migration (IOM) assisted over one million people in 2025 across Ukraine and neighbouring countries, even as nearly 11 million people in Ukraine continue to require humanitarian assistance, according to its newly released 2025 Annual Report for Ukraine and Regional Response .

"Four years on, families continue to struggle to survive near frontlines, rebuild their homes, or adapt to life in new communities, often with limited resources and ongoing uncertainty," said Arthur Erken, IOM Regional Director for Europe and Central Asia. "Locally led recovery efforts have made important progress in Ukraine and neighbouring countries, but these gains remain fragile. Sustained and scaled up support is essential to ensure that assistance continues to reach those who need it most and that progress made so far is not lost."

Last year, IOM assisted over one million people in Ukraine and across neighbouring countries, providing emergency support including shelter, cash assistance, health care, water, sanitation, and hygiene services, energy system repairs and recovery programmes. Of these, over 564,000 people were reached inside Ukraine, while more than 465,000 were supported in neighbouring countries, reflecting the continued scale of needs both within the country and across the region.

Roughly 3.7 million people remain internally displaced within Ukraine, while a further 5.3 million people are living across Europe. Many face prolonged uncertainty as pressure grows on temporary protection systems and host communities, with no immediate resolution in sight.

Four years of response have also provided clear lessons. Efforts that place communities at the centre, strengthen local systems and support sustainable recovery have proven most effective. Current priorities focus on protecting those most affected, sustaining progress where it exists, and expanding solutions that allow people to rebuild their lives with dignity.

To address these needs, IOM is appealing for USD 262 million through its 2026 Ukraine and Neighbouring Countries Crisis Response Plan , which outlines the Organization's priorities and strategic approach to supporting affected populations across the region.

In 2026, IOM aims to reach 900,000 people, including 700,000 inside Ukraine, as well as 1,000 local organizations in Ukraine and neighbouring countries. The response prioritizes lifesaving assistance near frontlines, supports community-based recovery, and helps communities prepare for future returns when conditions allow.

As global crises intensify and attention is stretched across multiple emergencies, the situation in Ukraine risks fading from focus. Yet for millions of families, the crisis is ongoing, shaping daily decisions about safety, stability, and the future. Sustained international support remains critical to ensure that progress is not reversed and that those still in need are not left behind.
