The Ministry of Health has published annual sales return information from smoked tobacco distributors (manufacturers and importers) for the 2025 calendar year. The information includes product sales, revenue data and product testing results.
The data shows that the volume of tobacco sold in New Zealand decreased by 22% compared with 2024, and by 58% compared with 2015. This is consistent with the decline in self-reported smoking rates identified in the most recent New Zealand Health Survey.
Eight distributors reported tobacco sales in 2025, continuing the long-term trend of a slowly decreasing number of distributors operating in the market.
The annual returns are published under the Smokefree Environments and Regulated Products Act 1900 and are available on the Ministry's website, alongside historical returns dating back to 2012.
