The driver of the vehicle, a 28-year-old man, is understood to be known to the woman.
He has been charged with reckless conduct endangering serious injury, criminal damage, assault against emergency workers together with various driving and weapons offences.
The man has been remanded to appear at Bairnsdale Magistrates’ Court on 5 October 2018.
