Capacity Investment Scheme WA Tenders Now Open

The Capacity Investment Scheme (CIS) Tenders 5 and 6 in the Western Australia Wholesale Electricity Market (WEM) are now open.

These tenders will add 1.6 gigawatts (GW) of renewable generation backed up by 2.4 gigawatt-hours (GWh) of clean dispatchable capacity to the WEM. This is enough energy to power more than 900,000 homes each year and enough storage to cover the peak electricity needs of 550,000 households for 4 hours.

Both tenders officially opened on 26 August, and proponents will have ten weeks to submit their bids under the new, streamlined CIS process.

Bids will be assessed on their:

  • deliverability
  • value for money
  • contribution to grid reliability
  • strength of engagement with First Nations communities
  • binding commitments to deliver shared benefits.

These latest tenders build on the success of previous rounds, which have resulted in 19 executed agreements to date, providing 5.85 GW of capacity nationally.

The CIS is an Australian Government revenue underwriting scheme accelerating investment in:

  • renewable energy generation, such as wind and solar
  • clean dispatchable capacity, such as battery storage.

Announced CIS projects have commitments to deliver around $15 billion in local jobs, local spending and community and First Nations benefits.

Proponents must register through the ASL website by 10 October 2025 and bidding closes on 7 November 2025.
