City Set To Revitalise Iconic Burleigh Heads Foreshore

A plan to revitalise one of the Gold Coast's most iconic destinations includes upgrades to the seawall and plans to improve facilities on the ageing foreshore area.

The City is asking for residents to have their say on the Burleigh Heads Foreshore Revitalisation Project which is now open for community consultation.

As well as a new seawall to protect the foreshore from erosion, the project includes widening of the Oceanway, new picnic and barbecue facilities and options for a swimming lagoon or playground with a bike and scooter track at Rudd Park.

"Burleigh Heads foreshore is one of our city's most iconic destinations which has a much-loved coastal character unlike anywhere else on the Gold Coast," Acting Mayor Mark Hammel said.

"A recent investigation of the seawall showed that a full reconstruction of the wall is required to ensure the foreshore remains protected against large swells and severe weather.

"Without action we risk serious damage to the dunes and foreshore that could lead to more extensive beach restoration works, a disruption of access to the foreshore and impacts to natural beauty of the area.

"This is an opportunity for us to look at improvements needed for the ageing infrastructure on the foreshore area to enhance safety, accessibility and amenity for all of the community to enjoy as our population continues to grow."

A current seawall which is buried between Justins Park and Mowbray Park has been protecting the Burleigh Heads foreshore for 40 years.

Rebuilding the seawall between Justins and Mowbray Park will ensure that it continues to act as a last line of defence against erosion for this much-loved foreshore.

The planned upgrades to the foreshore include Justins Park, Mowbray Park, John Laws Park and Rudd Park.

Widening and improving the Oceanway for better accessibility is also being proposed along with a new pedestrian promenade under the existing Norfolk Pines at Justins Park.

While some car parking will be relocated to provide more open space and improve pedestrian access there will be no reduction in carparks within the precinct.

This concept plan has been informed by community consultation conducted in 2021 as part of the Burleigh Heads Place Making Plan.

Consultation is open from 3 to 24 February 2026.
