CLP Govt Charges Forward With Busy Parliamentary Agenda

The Finocchiaro CLP Government is delivering on its promise of a year of action, certainty and security, bringing a packed agenda to Parliament this week.

Leader of Government Business Steve Edgington said the Government's priorities were clear - safer communities, cost-of-living relief and stronger economic growth.

The First Homeowner Grant Amendment Bill 2025 will extend the $50,000 grant for building or buying a new home until 30 September 2026, helping more Territorians achieve their dream of home ownership while boosting confidence in the construction sector.

"From extending homeowner grants to reforming electricity markets, this week's agenda delivers real outcomes for Territorians - socially and economically," Mr Edgington said.

A key priority is modernising the Territory's electricity system.

The NT Electricity System and Market Operator (NTESMO) Bill 2025 and Electricity Legislation Amendment (Market Reform) Bill 2025 will establish NTESMO as an independent system controller and market operator, introduce central planning and procurement powers, and deliver a clear framework of market rules in line with best practice.

The Animal Protection Legislation Amendment Bill 2025 will deliver the strongest animal welfare laws in Territory history, while the Environment Protection Bill 2025 will expand the Container Deposit Scheme to cover all beverage containers up to three litres, making refunds more generous and accessible.

Further reforms include changes to gaming laws so organisations based in government premises can access Community Benefit Fund grants, and new planning and environment legislation to streamline approvals, strengthen regulation and unlock investment opportunities.

"We promised Territorians commonsense, balanced reforms - and we are delivering," Mr Edgington said.

"In our year of action, certainty and security, we're delivering stronger laws, safer communities, cost-of-living relief and a clear plan to secure the Territory's future."

Parliament sits Tuesday to Thursday this week.
