The association "Lviv Agglomeration" (Ukraine) and the Gothenburg Region (Sweden) signed a Memorandum on Partnership and Co-operation on 27 February 2026, concluding a dedicated peer exchange visit.
Meeting the Ukrainian delegation, Cecilia DALMAN EEK, First Vice-President of the Congress, President of the Chamber of Regions welcomed this new co-operation with her home Gothenburg Region.
"Metropolitan areas will play a significant role in Ukraine's recovery and reconstruction. Therefore, the Centre of Expertise for Multilevel Governance at the Congress stands ready to provide all necessary support to development of the "Lviv Agglomeration" association. We believe this initiative has a potential to serve as an exemplary model across Ukraine," stressed Cecilia DALMAN EEK.
During the week-long visit, representatives of the "Lviv Agglomeration" association and the Gothenburg Region exchanged practical experience in inter-municipal cooperation. The programme enabled participants explored potential areas for collaboration applicable in both wartime and peacetime contexts, while also gaining first-hand insight into specialised municipal facilities and service-delivery enterprises operating in the Gothenburg
The Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities of the Council of Europe provided financial contribution for organising this visit to Sweden. It has supported establishment and development of metropolitan governance in Lviv sub-region since 2021. The on-going assistance is provided within the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" for 2023-2026 and the project "Strengthening multilevel governance and local democracy to support Ukraine's recovery.
