Bass Coast Shire Council has endorsed its Quarterly Performance Report for the period ending 31 December 2025 at its February Council Meeting, highlighting strong progress on Council priorities and a positive financial outlook.
The report tracks delivery of Council's 2025-2026 Annual Action Plan, financial performance and progress on key projects.
Of the 27 actions in the Annual Action Plan, five have been completed, 20 are on track and two are delayed but expected to return to schedule by the end of Quarter 3.
Mayor Cr Rochelle Halstead said the report reflects Council's commitment to transparency and delivering on its plans.
"This report provides our community with a clear snapshot of how we are progressing against the commitments we've made," Cr Halstead said.
"It's encouraging to see 25 out of the 27 actions are on track, including the delivery of several important strategic initiatives."
Highlights from the quarter include adoption of key strategic plans such as the Community Vision 2045 and Council Plan 2025-2029, progress on the Phillip Island Sporting Precinct design works, advancement of the Wonthaggi to Inverloch Shared Path, landfill drainage works, and the appointment of the artist for a major public artwork for the Union Theatre. Community consultation was also held on proposed rating differential options.
Financially, Council is forecasting a full-year operating surplus of $2.0 million, which is $3.5 million favourable to the budgeted deficit. This result is largely driven by unbudgeted capital grants and lower materials and services expenditure.
Council's adjusted underlying result, excluding capital grants, forecasts a $13.6 million deficit, reflecting carried-forward projects, coastal works and increased depreciation following asset revaluations. A modest funding statement deficit of $650,000 is also forecast.
Cr Halstead said Council remains focused on responsible financial management.
"We're continuing to invest in essential infrastructure and services while maintaining careful oversight of our long-term financial sustainability," she said.
