Council Nixes State's Mandatory Glass Bin Proposal

Lets Be Clear on Glass

Hume City Council has formally opposed the State Government's compulsory rollout of a fourth household bin for glass recycling, required in all households by 1 July 2027.

This policy is costly, unnecessary, and out of step with practical recycling solutions.

We estimate this move would cost local ratepayers around $6.5 million to deliver the bins to households, with a further $3.2 million in annual collection costs. This would place unnecessary financial pressure on households at a time when residents are already facing cost-of-living challenges.

In addition to this, there is little evidence that it would deliver improved environmental outcomes.

Glass recycling is already working in Hume through the Container Deposit Scheme (CDS), which provides residents with a convenient and effective way to recycle glass bottles and jars while receiving a refund.

There are currently more than 20 refund points across Hume, with Council advocating for additional locations and improved access for the community.

We are committed to responsible recycling and supporting solutions that are practical, cost-effective and community-focused.

Together with 33 other Victorian councils, Hume will continue to advocate for the mandatory glass bin rollout to be abandoned, urging the State Government instead to invest in expanding CDS infrastructure across Victoria.

Quotes attributable to Hume City Mayor, Cr Carly Moore:

"In the middle of a cost-of-living crisis, asking residents to fund a $10 million glass bin service that delivers no clear benefit is not reasonable."

"Glass recycling already works. Expanding the Container Deposit Scheme is a smarter, more effective solution that supports both our environment and our community."

"Hume is committed to using practical recycling systems that residents can easily use and afford. It is not too late to abandon what is clearly a costly and unnecessary addition."
