Council of Europe Anti-Torture Committee Visits Georgia

The objective of the visit was to examine the treatment of persons in police custody and prisons, in light of the recommendations made by the CPT in the report on its 2024/25 periodic visit to Georgia. The delegation paid particular attention to the situation of persons deprived of their liberty in connection with the public demonstrations which had been ongoing in Tbilisi since late 2024. To this end, the delegation visited Temporary Detention Isolators Nos. 1, 2 and 3 in Tbilisi, as well as Prisons No. 8 (Gldani) and Nos. 5 and 12 (in Rustavi).

In the course of the visit, the delegation held consultations with Paata Salia, Minister of Justice, Shalva Tadumadze, Deputy Minister of Internal Affairs, Giorgi Pataridze, Director General of the Special Penitentiary Service, and Amiran Guluashvili, Deputy Prosecutor General, as well as with other senior officials from the above-mentioned ministries and agencies. The delegation also had meetings with Elene Ghudushauri, Deputy Public Defender (Ombudsperson), and staff of the National Preventive Mechanism Department of the Public Defender's Office, as well as with representatives of non-governmental organisations.

The visit was carried out by the following members of the CPT: Alan Mitchell, President of the CPT and Head of delegation, Eleana Fitidou, and Nikola Kovačević.

They were supported by Borys Wódz, Head of Division, of the CPT Secretariat, and assisted by an expert, Therese Rytter, lawyer and former 2nd Vice-President of the CPT, Head of the delegation which carried out the Committee's 2024/25 periodic visit to Georgia.
