Council Unveils 2024/25 Annual Financial Report

Leeton Shire Council is pleased to present the community the 2024/25 Annual Report, which is the first annual report for the 2024 - 2028 term of Council.

The Annual Report is a key point of accountability between Leeton Shire Council and the Leeton Shire community. It provides the community with an update on Council's progress in implementing the Delivery Program 2025-2029 through the actions and activities set out in the Operational Plan 2024/25. Together, these plans outline how Council is working to achieve the shared long-term aspirations of our Community Strategic Plan - Liveable Leeton 2035.

Leeton Shire Council's General Manager, Jackie Kruger, said the Annual Report showcases the wide range of services, projects and initiatives that have been delivered, often under challenging circumstances, and highlights the progress made across many areas of community life.

Some highlights from 2024/25 include:

  • Engaged Professor Joseph Drew from the University of Newcastle, an expert in local government finance, to assess its financial position and operations and help improve Council's financial resilience and service delivery;
  • Completed major capital works including the Chelmsford Town Square revitalisation project, Roxy Redevelopment Project (Stage 1), Vance Industrial Estate (Stage 3), Canal Street upgrade, and development of a new landfill cell and animal pound facility;
  • Approved 157 development applications with a combined value of $37.2M;
  • Developed and adopted the Leeton Housing Strategy and Housing Implementation Plan;
  • Recorded 16,811 visits to the Leeton Shire Library, with 18,405 books loaned to 3,390 library members;
  • Attracted 3,542 visitors to 10 exhibitions and 9 events at the Leeton Museum and Art Gallery;
  • Welcomed 27,198 visitors to the Leeton Regional Aquatic Centre and

    2,733 visitors to the Whitton Swimming Pool;

  • Planted 124 new street trees;
  • Rehabilitated 2.7 km of sealed roads, resealed 16.6 km of road and resheeted 2.9 km of gravel roads;
  • Supplied 2,943 ML of potable water across the Shire;
  • Generated 2,721,881 kWh of solar power through solar arrays, reducing Council's electricity costs;
  • Secured a 100% renewable electricity supply agreement with Iberdrola Australia through to the end of 2030, as part of a Power Purchase Agreement (PPA) for 13 regional councils in NSW, achieving cost savings and budget certainty along the way;
  • Rolled out the FOGO (green) bin service on 1 July 2024, with low contamination rates of just 0.3%.

Mayor Cr George Weston acknowledged the efforts of both Councillors and staff in delivering for the Leeton Shire community.

"Please take the time to review this Annual Report - it is a great reminder of the significant breadth of functions Council delivers, along with the high levels of compliance obligations that must be reported each year," said Mayor Weston.
