Council wishes to provide the community with the following update in respect to Development Application 2017/32 Corowa Car Wash.
The Development Application 2017/32 for a car wash at 12 Bow Street Corowa was reported to the Council Meeting of 17 October 2017. The Agenda, which contains the full report can be viewed on Council's website.
Federation Council General Manager Adrian Butler said submissions made during the public notification of the application were considered by Council at the 2017 meeting and, in response to issues raised in the submissions, appropriate conditions of consent were imposed on the development.
"Construction recently commenced on the site after the issue of a Construction Certificate on 19 May 2022," he said.
"Development may be commenced within five years of the Development Consent being granted; and the development has commenced within the five-year time allowed for commencement. The Construction Certificate documentation included plans and information to satisfy the conditions of consent."
Mr Butler said recent issues raised with Council regarding management of construction impacts have been investigated and the developer has responded to address concerns.
"Council Staff have attended meetings with community members and the developer to address concerns," he said.
"I would like to reassure concerned residents that operational conditions are imposed on the development regarding traffic movement, noise and control of lighting impacts; and these will be monitored for compliance both during construction and once the facility is open. I encourage the community to stay factually informed and seek clarification on any ongoing concerns via lodging a customer request for information with Council."
The Land Use Table of the B2 Local Centre zone of Corowa LEP 2012 includes commercial premises as development which is permissible with consent in the B2 zone. As a type of commercial premises, a business premises is also permitted with consent in the zone.
As a car wash is correctly defined as a business premises, Council confirm that a car wash is permitted with consent in the B2 Local Centre zone.
