As of April 1, Cynthia Miller is the National Film Board of Canada's Director General, People and Culture, a division previously known as Human Resources and Institutional Services. She succeeds François Tremblay, who will remain with the organization until May 29, 2026, to help ensure a smooth transition.

Mandate
In her new role, Cynthia Miller is responsible for:
- strengthening the HR vision and strategy;
- supporting the modernization of institutional services;
- guiding managers and teams through organizational transformations;
- fostering a healthy, inclusive and engaging work environment;
- continuing to improve the processes and services offered to all staff.
More specifically, she oversees functions related to human resources, facilities, material resources, equity, diversity and inclusion (EDI), security (DSO) and official languages.
Her appointment marks an important step for the NFB as it continues its efforts to ensure a modern, cohesive HR structure that's fully aligned with its institutional priorities and those of the audiovisual industry.
Career
Cynthia Miller brings over 25 years of experience in human resources. Since joining the NFB in 2011 as an HR Advisor, she has held successive roles as Senior Advisor, Manager, and Director of Human Resources, Culture and Talent. Since 2022, she has also been responsible for facilities management within her division.
Over the course of these roles, she has developed extensive expertise in strategic HR management, organizational transformation, labour relations and talent development.
Education and training
Cynthia Miller was born in Saint-Prosper, in the Beauce region of Quebec, and spent part of her childhood there. She attended Trent University, earning a double major in psychology and sociology in 2000. She also has a Certificate in Human Resources Management from McGill University (2002) and a Diversity, Equity, and Inclusion for HR Certificate from Cornell University (2021).
