CW Moxon Ltd, an established operator, has had a temporary curtailment of its operator's licence following a public inquiry held by the Deputy Traffic Commissioner for the North East of England, Gerallt Evans.
At the inquiry, Deputy Commissioner Evans, found that CW Moxon Ltd had not fully met its undertakings regarding vehicle maintenance, driver hours, and overall licence management.
The inquiry was prompted by a series of DVSA investigations in 2024 and 2025, which identified issues including:
- Failures to record driver rest periods
- Inadequate driver training records and licence checks
- Concerns over maintenance standards and brake testing
- A lack of continuing professional development by the then-Transport Manager, Linda Marlow
Despite these findings, the Deputy Traffic Commissioner acknowledged the company's efforts to improve compliance, including:
- Ceasing the use of self-employed drivers
- Engaging Fosters Transport Compliance for external support
- Implementing roller brake testing at every inspection
- Introducing an AdBlue monitoring system
- Appointing two new qualified Transport Managers
Linda Marlow has now stepped down from her role as Transport Manager. Her successors, Michelle Marlow and Lisa Dunhill, were approved for immediate appointment. Both demonstrated a strong understanding of their responsibilities and a commitment to ensuring future compliance.
The company has also undertaken to commission an audit of its transport safety and compliance systems by March 2026, with findings to be submitted to the Office of the Traffic Commissioner by 30 April 2026.
In his findings. Mr. Evans said, "This appears to be a case where a long-standing transport manager has failed to keep pace with the development of compliance, and this has resulted in her not being able to exercise fully effective control over the licence."
The company's standard international public service vehicle operator's licence has been temporarily limited to 15 vehicles for a period of seven days, from 17 to 24 September 2025.
CW Moxon Ltd, which has operated under its current licence since 1995, has pledged to continue improving its systems and working closely with its new transport managers and external advisors to ensure full compliance moving forward.
