The Australian Skills Quality Authority (ASQA) and the Tertiary Education Quality and Standards Agency (TEQSA) have jointly released the Dual Sector Regulatory Strategy, a key initiative under the Government's Tertiary Harmonisation agenda.
The strategy aims to reduce duplication and streamline regulation for dual sector providers- those delivering both vocational education and training and higher education.
The strategy outlines three key opportunities:
- reducing administrative burden and compliance duplication
- aligning regulatory processes and evidence requirements where practical
- supporting providers to strengthen governance and responsiveness to industry needs
This strategy is designed to reduce duplication for dual-sector providers, strengthen governance and self-assurance, and create conditions for more responsive and innovative education delivery.

Implementation of the strategy is now underway. This page will be progressively updated as ASQA and TEQSA move forward with delivery.
