Andrew Wilsmore will be the new General Manager of Dubbo Regional Council (DRC), following a decision of Council on Friday evening.
"I'm really excited to be appointed to the role of General Manager for Dubbo Regional Council, which gives me the opportunity to contribute to the Dubbo Region's vision and deliver meaningful outcomes for the communities.
"The Dubbo Region is clearly a dynamic and exciting place right now with so many great projects and a lot of development underway. I am eager to keep these projects moving forward while also making sure Council continues to provide high quality services for all residents in our Local Government Area," Mr Wilsmore said.
DRC Mayor Josh Black said they were pleased to have Mr Wilsmore on board.
"After a rigorous process, Councillors were pleased to be able to appoint Andrew to the role of General Manager at our Extraordinary Meeting on Friday evening. We are all looking forward to working alongside Andrew as our Council continues to achieve great things for the communities across our region and our residents who live in our cities, towns and villages," Mr Black said.
In stepping into the role as General Manager Mr Wilsmore brings strong credentials and experience in business strategy development and execution, organisational and team cultural change abilities, talent development, operational management, financial and fiduciary skills.
In his most recent role as Chief Executive Officer at Alice Springs Town Council, Mr Wilsmore said he had the opportunity to lead both a cultural and organisational effectiveness journey with his leadership grounded in accountability, collaboration and a 'ratepayer first' mindset.
Mr Wilsmore grew up in Country NSW and has many memories of playing country and school cricket carnivals in Dubbo. He said this role would bring him closer to family.
"I also have had reasons to come to Dubbo on several occasions, and I came to appreciate how significant the town is as a regional centre, connector for rural business and operating as both a destination and gateway for tourists," Mr Wilsmore said.
In announcing the new General Manager, the Mayor also praised the work of Luke Ryan, who has served in the role as interim General Manager since December 2025.
"Luke has done a fantastic job in the role, serving our community to an exceptionally high standard over the past six months," Clr Black said.
Mr Ryan will return to his substantive role as Council's Director Infrastructure.
Mr Wilsmore will start his duties as General Manager of Dubbo Regional Council on 25 May, 2026.
