EPA Approves Next Stage Of Cobram Landfill

A major project to prolong the life of the Cobram Landfill has been approved by Environment Protection Authority Victoria (EPA).

EPA has approved the opening of a new waste cell (Cell 10) following the previous cell (Cell 9) reaching its capacity.

Cell 10 has been designed to provide between 2.5 and 3 years of waste disposal capacity, in line with requirements set out in EPA's Best Practice Environmental Management (BPEM) guidelines for landfills.

In September 2025, Goldsmith Civil and Environmental was awarded the almost $3 million contract to build Cell 10 and undertake final capping works on Cells 4 to 8.

Works are nearing completion on the capping of Cells 4 to 8, incorporating compost material supplied by Western Composting - the facility that processes Moira Shire's green organics bin waste.

This approach closes the loop on the region's organic waste, with material collected from households returning to the site as part of its rehabilitation.

Moira Shire Council Chair Administrator Dr Graeme Emonson PSM said the Cobram Landfill was a vital service for the community.

"The new cell will ensure continued capacity to dispose of municipal and commercial waste, while the capping of the older cells ensures compliance with environmental protection standards," Dr Emonson said.

"There are stringent environmental regulations behind the construction and management of landfills that must be met, and Council is fulfilling these obligations."

Council operates the Cobram Landfill under EPA's Best Practice Environmental Management (BPEM) guidelines for the siting, design, operation and rehabilitation of landfills. It is the only landfill in Moira Shire.
