Expression of Interest for Brooms Head Reserve Plan of Management

A new Plan of Management (PoM) for the Brooms Head Crown Reserve is a statutory requirement under the Crown Land Management Act (2016) and the Local Government Act (1993). Council is in the process of procuring the services of a suitably qualified consultant to prepare the PoM. Part of the process to prepare the new PoM includes the formation of a Community Steering Group to participate in the consultation process.

This group will be comprised of residents of Brooms Head as well as those who use the Holiday Park section of the reserve for overnight, extended, or permanent accommodation. The Brooms Head Campers & Caravanners Association and the Brooms Head Community Action Group have already nominated a representative.

The Steering group will comprise 3 local community members; 4 'camping use' members (ideally representing groups being 1x 'permanent residents'; 1x 'holiday van campers'; 1x 'transitional campers' – i.e. Brooms Head Campers & Caravanners Assoc; 1x 'general use campers') and up to 2 representatives from the Yaegl Traditional Owners Aboriginal Corporation (YTOAC) – To Be Confirmed. Consultations between Council and the consultants, direct with the YTOAC, will also be undertaken at various stages through the PoM process.

The Terms of Reference (TOR) for the Community Steering Group are:

To provide the consultant preparing the new PoM with advice relating to:

1. the management actions, directions and measures, to be authorised in the new PoM

2. any revisions to the draft PoM following its public exhibition

3. ways to inform Reserve users of the Plan of Management process and facilitate all those who wish to, to provide a submission during the public exhibition period. The steering group will assist Council and the consultant through the early phases of the process. However, the wider community and all reserve users, campers and others will have plenty of opportunity to have their say before Council adopts any new plan.

4. the Steering Group will be dissolved once the PoM is adopted by Council as it will not have any ongoing role in the management of the Reserve

There will be three main criteria that will be used to assess your Expression of Interest and to appoint the members based on the information provided. In the relevant field, please tell us how you address the following criteria:

1. knowledge of the reserve, its history and your personal use of the reserve

2. links with the broader community such as community groups or volunteer organisations and or specific Reserve user groups

3. availability to attend steering group meetings/workshops during business hours and the timely review of any documents

Council will contact those to be offered a role on the Steering Group and when it is finalised, a notice will be placed on the Council website. The closing date for Expressions of Interest is 3pm Monday 27 March.
