Gables Small Lot Housing Plan Unveiled

A planning proposal (10/2025/PLP) to facilitate an adjustment to the pathway for approval of small lot residential development (300m2 to 450m2) on a number of undeveloped sites within the Gables, currently zoned R3 Medium Density Residential and R4 High Density Residential, is currently on public exhibition until Thursday, 26 March 2026.

The proposal would not result in any change to the overall development yield in Gables. The land is already zoned for development, and this proposal relates to the approval pathway for small lot housing outcomes.

The planning proposal seeks to amend The Hills LEP 2019 by inserting a new local provision under Part 7 of The Hills LEP 2019 that permits lot sizes to be approved between 300m² and 450m² with a building envelope plan, rather than a full dwelling design as currently required by the current Clause 4.1B of the Hills LEP 2019. The areas subject to the new local provision are identified in a corresponding clause application map.

The R3 Medium Density Residential zoned sites will retain the existing minimum lot size of 450m², and the R4 High Density Residential zoned sites will retain the existing 1,800m² minimum lot size.

The planning proposal is supported by draft amendments to the relevant site-specific DCP, being Part D Section 17 (Box Hill North) of the Hills Development Control Plan. The draft DCP controls set out the items to be included in a building envelope plan.

A Gateway Determination for the planning proposal was issued on 14 November 2025. Delegation has been issued to Council as the Plan Making Authority under the Gateway Determination.
