New roads and infrastructure leading to one of Darwin's newest land-release sites are nearing completion thanks to the Finocchiaro CLP Government, as part of our year of action, certainty and security.
The milestone marks 70% completion of the $19.4 million headworks, funded through the CLP's first budget. The project is expected to be completed by December 2025, giving access to the Holtze Land Release - a new urban, entry-level residential subdivision in the rural area.
Minister for Logistics and Infrastructure and Minister for Housing Construction, Bill Yan, said the CLP's nation-leading HomeGrown Territory grants have been a key driver of land releases in the NT.
"The program, open to all Territorians, has already seen nearly 1,000 applications and paid out more than $14.5 million in grants," he said.
"This includes 255 new builds on their way after Territorians took up the $50,000 HomeGrown Territory and $30,000 FreshStart grants to help them buy or move into a brand-new home."
"And now, the result is new suburbs buzzing with activity, as the rush of new properties being built will soon begin."
Minister Yan said extending the $50,000 and $30,000 grants until September 2026 means even more Territorians will see their homeownership dreams come true.
"As we continue to reduce crime, rebuild the economy and restore our Territory lifestyle, more Territorians are wanting to make a life here and we'll be ready to help them out," he said.
Darwin-based AKJ Services is delivering the headworks and, in partnership with the Halkitis Brothers Group, is developing the adjacent The Parks Housing Estate.
Jessie Risk, Managing Director at AKJ Services, said the company is proud to be a 100% Larrakia-owned business, based in the Territory and committed to creating lasting opportunities for its people.
"Projects like this are about more than just infrastructure - they are about people. They enable us to provide opportunities to young Territorians who are keen to train, gain job security, and build meaningful careers," she said.
"These projects are critical for ensuring the longevity of employment and career development within the NT, while also supporting other local businesses to grow alongside us."
Minister Yan said the business was one of many in the NT supporting Territorians into exciting careers.
"We have a great Territory success story with a Larrakia-owned and operated civil construction company taking real leadership with their mentoring and employment of 21 Indigenous Territorians on this project alone," he said.
"They are leading the way, building a better workforce, increasing Aboriginal workforce participation by harnessing local job opportunities and helping to deliver better infrastructure for an active Territory."
Work is guided by, and subject to, the Northern Territory Planning Commission's Holtze to Elizabeth River Subregional Land Use Plan and the Greater Holtze Area Plan.
Glyde Road and Linco Road are expected to open to traffic by October, with additional sewerage, water supply, power, communications, roads, drainage and landscaping to commence in December.
The project is being delivered by the Northern Territory Government, with $49.6 million allocated within the 2025-26 budget for enabling infrastructure works.
