The OSCE Mission to Bosnia and Herzegovina (Mission) recalls that the glorification of convicted war criminals is a criminal offense and is deeply offensive to victims and survivors, undermines reconciliation and risks further dividing communities. Political and public leaders have a particular responsibility to uphold the facts established in over 800 final judgments of international and domestic courts concerning the war crimes, crimes against humanity and the genocide committed during the 1992-1995 war, as well as the individual criminal responsibility of those convicted, and to contribute to mutual respect, dignity and social cohesion.
The Mission calls on the police agencies and prosecutors' offices in Bosnia and Herzegovina to fulfil their responsibility to uphold the rule of law by documenting, reporting and investigating such acts, irrespective of the identity or affiliation of the alleged perpetrator.
Simultaneously, the Mission calls on the media, and public service broadcasters in particular, to report on these issues professionally, accurately and responsibly, based on judicially established facts, without sensationalizing or amplifying narratives that may contribute to the glorification of convicted war criminals, inflame tensions, or spread disinformation.
The same principles must apply at sporting events. Stadiums and other sporting venues should not become platforms of hate and division, instead of displays of sportsmanship and mutual respect. Sports authorities, clubs and competent institutions have a responsibility to prevent and respond appropriately to inappropriate chants, banners, symbols or other forms of public display and to promote an environment of respect and inclusion.
The Mission calls on all citizens to act responsibly and with respect for the dignity of others. All citizens of BiH must enjoy an equal right to live free from fear of violence, intimidation and hate. Respect for judicially established facts and for the dignity of victims is essential to building trust, reconciliation and a peaceful future.
